Unfortunately, it seems that most, if not ALL, promotions are for new customers only. I don't understand it - it really only encourages people to jump ship between providers every so often to take advantage of offers like this.
Meanwhile, long-time customers sit and watch while new people sign up for cheap prices that they are ineligable for. It really doesn't foster any customer loyalty, which is what you'd think the companies would be after.
It never hurts to call in and say that you're looking at possibly switching to another provider, and what could they possibly do to keep you as a customer. As long as you're nice and polite about it they could offer you discounts and such. I know someone who works at Rogers and they say they will often go to great lengths to keep a customer. And if the person you're speaking with says they can't do anything, ask if there's someone higher up whom you could speak with who could. I'm not saying this guarantees anything but if you are a customer in good standing and call in nicely I don't see why they wouldn't be able to offer something. Friend of mine in the UK was a bit peeved about new customers with a company he's with getting PS3's so he called them up and asked them if they valued long time customers any and why shouldn't he be able to get a free PS3 as well? They pretty much said, good point! and sent him one!

Rogers basically let us leave a few months ago and didn't care. We went to bell, were basically given the moon and a free pvr. Now, all of a sudden, we're getting calls from Rogers to come back. We told them you lost your chance when you didn't care we were leaving. It's worth a try to speak with them, but in our case they didn't care at all.
