If you're on a PC running Windows 7, then check out Windows Movie Maker. (It's a part of Windows Live Essentials and may need to be downloaded, but it's free).
I've not actually used it before, but I've seen some of its progenitors used to create this kind of slideshow, and it looked pretty straightforward.
